Chief of Party, Health Care Improvement Project/Uganda

Background
The USAID-funded Health Care Improvement Project is working with the Ministry of Health in Uganda to scale up the Quality of Care in HIV/AIDS Initiative aimed at improving the quality of ART and related services. Currently the program is operating in 120 sites throughout the country and anticipates further rapid expansion to more sites working closely with other implementing partners. URC is seeking a Chief of party to lead this program.
Job Description
University Research Co., LLC, is seeking to hire an experienced senior health manager to provide overall management and technical leadership to our ongoing program. The incumbent must possess both managerial and technical skill sets, with the ability to form alliances and facilitate consensus among diverse groups and represent URC to the donor agencies and partner organizations. The Chief of Party will report to the URC Corporate Monitor based in Bethesda, MD. This is a full-time position based in Kampala, Uganda. Responsibilities will include, but are not limited to the following:
- Manage, supervise and provide leadership to overall project implementation
- Maintain close coordination with USAID, the Ministry of Health, PEPFAR implementing partners, other local partners, and the donor community
- Take lead in the design and implementation of scaled up program of HIV/AIDS chronic conditions care
- Provide managerial and technical project support throughout the design and implementation, overseeing key personnel, long- and short-term technical assistance and other organizations involved
- Direct and supervise senior technical advisors
- Ensure monitoring and reporting of project results
- Work with operation and technical staff to design and oversee annual project planning cycle to develop comprehensive work plans and assure timely implementation
Minimum Qualifications
- Candidates will have an MD degree with significant experience providing leadership and technical management to international, regional or national HIV/AIDS or related health projects
- Technical expertise in HIV/AIDS care and treatment, particularly in Africa
- Knowledge and experience in quality improvement tools and techniques, collaborative
- improvement methods, and chronic conditions care preferred
- Demonstrated excellent writing, editing, public speaking, and presentation skills
- Demonstrated excellent leadership, managerial, facilitation and conflict-resolution skills
- Experience with USAID structure and regulations
