Join HealthPRO’s Expanding Team of
HEALTH COMMUNICATIONS PROFESSIONALS

University Research Co LLC is the contractor for USAID’s Health Promotion and Communication (HealthPRO) project in the Philippines. We are expanding our staffing in order to serve better our health sector clients in both the Department of Health and local government units nationwide. We expect to create three new senior appointments in our Manila head office–covering Advocacy, Community Mobilization, and Communications Training–plus a Graphics Specialist. Communications Assistants will also be recruited for our area offices in Manila, Cebu, Davao and Cotabato City. All will be expected to have proven public health communications skills and experience in some combination of our health areas of interest–maternal and child health, family planning, tuberculosis, and HIV/AIDS.

Position/Qualification Descriptions

Advocacy Adviser/Specialist

Position description–The main part of the work will be with NGOs contracted by HealthPRO at the community-level to identify and orient influential individuals and organizations who can help to raise awareness about relevant health issue–and who can influence prospective clients to change their health behaviors, especially behaviors with respect to take-up of health services. Information packs will need to be developed to assist advocates in their work and careful supervision will be required to ensure no duplication between HealthPRO’s advocacy work and that of other USAID projects. A secondary part of the work will be with media professionals, aimed at widening and improving media coverage of public health issues. This will include developing linkages with journalists and briefing/orienting them on the critical issues, developing and disseminating press releases and monitoring media coverage of the issues of interest.

Required qualifications–At least 7-10 years’ work experience in health communication, including proven familiarity with the techniques and process of advocacy. Prior work experience at the community-level is essential, as is prior experience of working alongside and managing NGO-led programs. Detailed familiarity with the public health issues and challenges associated with at least 1 of the 4 main HealthPRO intervention areas– maternal/child health, family planning, TB and HIV/AIDS–is necessary. Evidence of existing personal networks among national or principal regional media would be a definite advantage. Education: bachelor’s degree minimum, master’s qualification in a relevant area preferred.

Community Mobilization Advisor

Position description–Work with NGOs contracted by HealthPRO to create a holistic approach to mobilizing communities around maternal and child health and family planning and, in some locations, tuberculosis and HIV/AIDS. This will involve, in each selected community, integrating: community outreach from health facilities operated by provincial or municipal local government units (LGUs); government-linked health workers already active in the community (e.g. Barangay Health Workers, Community Health Teams, Women’s Health Teams); other community-based organizations with an interest in HealthPRO’s principal public health concerns (e.g. women’s groups, farmers’ groups, trade groups like taxi drivers, offshoots of major local employers). The main tool will be to ensure appropriate frequency and content of community group meetings, backed up by sufficient and appropriate information, education and communication materials.  Interface with periodic health events held by the LGU will also be required.

Required qualifications–At least 7-10 years’ working experience in health communications, including proven familiarity with health promotion at the community-level.  Must have worked extensively with NGOs and have both communication program design and implementation experience. Experience of working in at least 1 of the 4 main HealthPRO health intervention areas necessary.  The work will involve simultaneous management of multiple sub-projects in widely differing locations: the successful candidate will need to demonstrate adequate project management and monitoring skills. Education: bachelor’s degree minimum, master’s qualification in a relevant area preferred.

 Communications Training Specialist

Position description–Work independently and/or with HealthPRO sub-contractors to organize communications training in at least six areas: general behavior change communication (BCC) techniques for health communication specialists in public service; inter-personal communication and counseling skills for health service providers; community mobilization skills for community-level health workers and volunteers; BCC program management skills for Department of Health and provincial program managers; selected aspects of BCC planning and implementation for other USAID project staff; public health awareness orientation for general mass media professionals.  Primary responsibility will be for the technical aspects of training – i.e. skill gaps analysis, curriculum development and consensus-building, training course design, cost-effective matching of trainees to courses and venues, teaching, managing trainee databases, ex-post training evaluation and follow-up.  Additional guidance on training topics and technical content will be available from other members of HealthPRO’s staff.

Required qualifications–At least 5-7 years’ working experience in developing, implementing and managing training programs and with a strong background in health communications.  Some experience in some combination of the four HealthPRO health intervention areas (maternal/child health, family planning, TB and HIV/AIDS) a definite advantage.  Must be confident in combining communications knowledge with training technology and have the management experience to handle multiple courses and large numbers of trainees and sub-contractors simultaneously. Education: bachelor’s degree minimum, master’s qualification in a relevant area preferred.

Graphics Specialist

Position description–Work alongside HealthPRO communications and health professionals to prototype behavior change communication (BCC) materials, primarily for print media and websites. Will assist HealthPRO staff and clients to conceptualize BCC messages and match them to appropriate media and will take responsibility for the initial creative design and layout of messages within selected media for both pre-testing and client acceptance.

Required qualifications–At least 3-5 years experience of graphics design, layout and formatting.  Must have deep knowledge of the latest graphics techniques and software packages, and the ability and willingness to work comfortably in teams and to tight deadlines. Prior experience of graphics design in a public health context would be a definite advantage. Candidates selected for interview will be expected to demonstrate their creative ability through submission of previous design work.  Education: bachelor’s degree minimum.

Communications Assistant

Position description–General role in an Area Office to assist the Area Manager and, from time to time, head office staff with: conceptualizing and organizing health events planned by local government units (LGUs); preparing for and conducting behavior change planning workshops with provincial LGUs; supervising contractors who are assisting LGUs with implementation of behavior change plans; planning, preparing for and conducting HealthPRO capacity-building courses held in the Area Office territory.

Required qualifications–At least three years’ working experience in a health communications-related field. Some experience in some combination of the four HealthPRO health intervention areas (maternal/child health, family planning, TB and HIV/AIDS) a definite advantage. Education: bachelor’s degree minimum.
