Background on the HCI Project & QPI

The Health Care Improvement (HCI) Project funded by USAID is dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country Ministries of Health, USAID country missions, and cooperating agencies. The project is a global leader in the advocacy, development, and promotion of cost-effective methods to design and improve healthcare services and systems in developing and middle-income countries. The goal of the MNCH Unit is to support HCI MNCH work at all levels including both global initiatives and in-country activities. Responsibilities

The Quality Improvement (QI) Advisor, MNCH will report to the Senior QI Advisor, MNCH. Please note: To be considered, the candidate must be eligible to work full-time in the United States for an indefinite period. He or she will work closely with the Senior QI Advisor, MNCH to achieve the following:

Developing and supporting MNCH country programs:

  • Collect information on MNCH situations in selected USAID-MNCH priority countries, particularly in Africa and Asia, to identify country specific priorities, participating partners, extent of MNCH program coverage and gaps
  • Develop strategic concept papers and proposals describing HCI’s potential contribution and approach in the area of MNCH in selected USAID-priority countries, particularly in Africa and Asia
  • Prepare and give presentations to USAID Washington, DC and country missions describing HCI's approach to improving the quality and impact of MNCH programs at the health facility and community levels  
  • Collaborate with HCI country teams and provide MNCH technical support to country programs
  • Develop a collaborative working relationship with USAID MNCH partners at the headquarters and in countries of interest to the HCI Project   
  • Oversee activities of potential international and local subcontractors for MNCH activities

Providing global leadership and forging multiple partnerships

  • Contribute to supporting selected HCI global initiatives in partnership with international organizations, such as the World Health Organization (WHO). Represent HCI as needed in international forums.
  • Develop and maintain ongoing contact with global partners to assure information sharing and collaboration
  • Stay abreast of new developments and cutting-edge issues in the field of quality improvement and MNCH, disseminating relevant information to HCI and URC staff
  • Collaborate with the Senior QI Advisor to develop innovative initiatives and activities through meetings with USAID and its partners, work plans and budgeting, as well as Statements of Work (SOWs) and technical strategy writing

Documenting HCI lessons learned and best practices in MNCH:

  • Collect, analyze and summarize information on MNCH approaches and results achieved in HCI country programs. Prepare high-quality papers and presentations summarizing results.
  • Contribute to writing MNCH best practices and lessons learned based on HCI-country experiences

Managing MNCH research & evaluation:

  • Contribute to formulation of strategies and tools for evaluating MNCH QI programs at the health facility and community levels
  • Contribute to designing and implementing selected field research in QI methods applications for MNCH programs
  • Contribute to writing HCI quarterly and annual progress reports and other reports, as needed

Minimum Qualifications  

  • Advanced degree in international public health (MPH, MSH)–OR–nursing degree (RN, BSN) plus additional specialization in global health or nurse-midwifery
  • Ability to work for an indefinite period of time in the United States without visa sponsorship (required)
  • 6 to 10 years of relevant work experience in the maternal, newborn and child health discipline in developing countries (particularly in Africa and Asia) 
  • Excellent training in research and monitoring and evaluation (M&E) techniques and strong quantitative and qualitative research skills
  • Fluency in English (required); proficiency in French (desired)
  • Outstanding oral and  written communication skills
  • High comfort level with writing reports, producing quality work, and meeting deadlines
  • Familiarity with USAID contracts, rules and regulations (preferred)
  • Team player with demonstrated project management and leadership skills (desired)
  • Ability and willingness to travel internationally to conferences or developing and transitioning countries about 25% of the time
