Position Overview
The Program Development Associate plays an essential role in the research, planning, writing, refinement, and submission of federal contracts and proposals for the Program Development Division. The Associate obtains information to respond to RFPs effectively and creatively, with client needs and project specifications in mind. In developing and delivering RFPs and proposals for government and foundation clients, he or she demonstrates strong research, writing, analytical and teamwork skills.
Responsibilities
- Use computer, office management, and technical (i.e., public health/topic) knowledge and skills to successfully implement proposal process and keep process moving forward to successful completion or resolution
- Ensure competitive proposals are submitted in timely response to solicitations and unsolicited opportunities from governments, foundations and corporations
- Provide strategic analysis of solicitations, instructions, and other proposal-related information
- Research and prepare proposal outlines; establish and monitor timelines for the proposal preparation process and submission
- Write, edit and proofread specific parts of proposals, including situational analysis, background, corporate capability statements, staffing, management, and past performance reviews. Collect required information from URC management (i.e., corporate officers) and technical writers.
- Develop and implement evaluation criteria to ensure that proposals are specifically customized and responsive to client solicitations
- Tap into various professional networks, organizations, newsletters and ListServs to identify partnerships between URC and other organizations (host countries and American or international organizations and partners)
- Ensure effective and ongoing communication internally among URC technical staff and externally with external partners and collaborators throughout the proposal development process
- Network with clients and collaborating organizations to expand program operations in the following international public health and policy areas: HIV/AIDS prevention, counseling & testing, treatment and care; TB and Malaria prevention and control; Maternal, Newborn, and Child Health (MNCH), including Prevention of Mother-to-Child Transmission of HIV (PMTCT) private sector health initiatives, Orphans and Vulnerable Children (OVC), child and adolescent health, community-based health education initiatives, nutrition, and other sectors within the public health field
- Work with technical staff to write, update, and organize corporate capability statements for various sectors. Work closely with project staff to incorporate project achievements and results into corporate capability statements.
- Ensure that past performance review statements are accurate and up-to-date.
- Train Program Development Assistance and Project Coordinators in effective marketing and program development processes and procedures
- Identify and develop ways to improve information management of corporate communication and promotion materials used in program development activities
- Work with URC Corporate Communications staff, Media Department and other program administrators to prepare marketing and promotional materials for outreach to URC partners and clients.
Minimum Qualifications
- Ability to work full-time in the United States for an indefinite period of time without visa sponsorship
- Masters degree in public health, social marketing, international relations (with some coursework in health preferred), social sciences or related degree. 2-3 years of work or school internship related to public health, health economics/finance, and field work (i.e., time spent in developing countries on social/economic development or capacity building projects, such as the Peace Corps)
- Track record of successfully following through on project assignments and commitments and projects. Strong attention to detail.
- Experience with or familiarity of USAID contract policies, procedures, and regulations is preferred
- Knowledge and experience with international public health issues to include one of more of the following: Behavior Change Communication (BCC), Social Marketing, Malaria, Tuberculosis (TB), HIV/AIDS including People Living with Aids (PLWA), Prevention of Mother-to-Child Transmission of HIV (PMTCT) and Anti-retroviral Treatment/Therapy (ART), Maternal, Newborn, & Child Health (MNCH) and RH
- International experience working on public health projects; prior work with organizations in the national or international arena aimed at promoting better health, education, and awareness for those in underserved communities—especially in Africa, Southeast Asia, Latin America/Caribbean, and Eastern Europe
- Advanced computer skills, especially with MS Office Suite (Word, Excel, PowerPoint, Access and Outlook) Adobe Acrobat (PDF software) to produce high-quality, well-formatted documents with tight turnaround times. Must be able to use software and tools to create, edit, track and store multiple versions of documents from different sources.
- Commitment to confidentiality of URC’s business development activities, plans, and goals is an absolute requirement
- Ability to travel overseas for short periods of time on occasion (typically 1 to 2 weeks)
- Team player with demonstrated interpersonal, oral, written communication, and negotiation skills.
NOTE: The federal contract and grant application process requires that proposals be developed and reviewed under strict time frames and project deadlines. Therefore, all Program Develop Associate candidates must be willing and able to work overtime occasionally to communicate with national and/or international partners and meet proposal/project deadline requirements set by clients, i.e., private foundations, coalitions, public-private consortiums, or government agencies.
