Background on the HCI Project & QPI

The Health Care Improvement (HCI) Project funded by USAID is dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country Ministries of Health, USAID country missions, and cooperating agencies. The project is a global leader in the advocacy, development, and promotion of cost-effective methods to design and improve healthcare services and systems in developing and middle-income countries. The HCI Project is managed by Quality and Performance Institute, (QPI), which has implemented quality improvement and operations research programs in health care continuously beginning with PRICOR in 1981. The models and methodologies used by QPI have evolved through two PRICOR contracts and three Quality Assurance Project (QAP) contracts, and through HCI, QPI continues to be at the cutting edge of health care improvement work in developing countries around the world.

The goal of the Research and Evaluation Unit is to develop the evidence base for Quality Improvement (QI) interventions and support a learning system throughout the HCI Project.

Responsibilities

The Quality Improvement (QI) Advisor for Research & Evaluation (R&E) will collaborate with headquarters and country-level staff and report to the Director of Research and Evaluation. To be considered, the candidate must be eligible to work full-time in the United States for an indefinite period.

The following are the main responsibilities of the position:

  • Provide technical support to the conceptualization, design, implementation, analysis and write-up of research and evaluation studies related to strengthening health system performance through quality improvement and improving the quality of care in areas such as MNCH, HIV/AIDS, TB, reproductive health, and malaria
  • Provide technical support to the measurement and interpretation of process and outcome indicators in relationship to changes implemented as part of quality improvement efforts at a country level
  • Synthesize learning across various country studies on topics such as institutionalization, spread/scale-up, Quality Improvement Team performance, adaptation of QI to community level services, cost-effectiveness of quality improvement methods
  • Perform statistical analyses of health datasets and interpret their results.
  • Prepare reports and articles for publication and mentor/support country staff to publish research and evaluation studies
  • Actively participate in corporate business development activities

Minimum Qualifications  

You must be eligible to work full-time in the United States for an indefinite period without the need for visa sponsorship.

This position can be either at the QI Advisor or Senior QI Advisor level, depending on the qualifications of the candidate. To be considered at a Senior QI Advisor level, you must have a minimum of a doctoral degree in one of the disciplines listed below, or a related field, and 10+ years of relevant work experience, including a major role in research and evaluation studies internationally.

  • Advanced degree (masters or doctorate) in public health, epidemiology, statistics, international relations or a related field or its equivalent
  • Minimum of three (3) years of experience–preferably more–in evaluating international health systems, researching health care programs, measuring gaps, or using performance quality improvement techniques in public health settings
  • Ability to review research proposals, questionnaires and data, and conduct meetings and telephone conversations in Spanish.
  • Strong quantitative and qualitative skills to include research design, multi-variate analysis, sampling, and working ability with STATA and/or SPSS
  • Research and evaluation experience in the field (i.e., in Latin America, Africa and Southeast Asia)
  • Familiarity with USAID is desired
  • High comfort level with writing and presenting data clearly and effectively
  • Ability and willingness to travel internationally up to 25% of the time to developing countries
