Background
URC-CHS has extensive experience in developing, implementing, monitoring and evaluating behavior change and communications (BCC) activities. BCC consists of information, education, and communication (IEC), interpersonal communication (IPC), as well as public awareness and education efforts (social marketing, mass media, etc.) targeted to audiences both internationally and domestically. While the range of BCC interventions varies project by project, a set of cross-cutting activities are shared among the projects to achieve results in improved health services or health care delivery, or through desired behaviors exhibited by target populations.
URC-CHS seeks a team-oriented Senior Advisor for BCC to provide strategic guidance and program development for various projects with an emphasis on international projects but also to include domestic consulting projects as well.
Responsibilities
The Senior BCC Advisor is responsible for 1) managing all phases of development and implementation of BCC activities across all projects; 2) providing technical assistance and training to support current programs; 3) strengthening the organization’s BCC capabilities through innovative program development efforts and contributions to business development; and 4) providing support and/or leadership to BCC technical experts to complement the project activities of URC-CHS professional staff.
Specific responsibilities include but are not limited to the following:
- Develop and implement a BCC orientation training session for staff hired to work on programs with a BCC component (international and domestic) including a briefing on URC’s BCC capability, history and approaches.
- Inform field staff of resources available at the home office that provide technical assistance and suggestions on BCC program inputs and guidance.
- Provide primary technical support to key BCC components and programs through field visits, strategy and work plan development, both domestically and internationally.
- Lead BCC technical work group focused on innovative and pertinent topics to expand knowledge base of staff and spread organizational learning throughout URC-CHS.
- Document the process of developing BCC materials and work with staff to ensure that institutionalization and proper organization of materials/processes takes place.
- Maintain and continue to incorporate messages, strategies/approaches, and materials in URC-CHS’ BCC resource library.
- Develop and implement marketing plans to promote URC’s capability and experience, particularly to the international community, while helping to expand domestic work.
- Foster new relationships with innovative BCC organizations and individuals to broaden the URC-CHS communication network.
- Actively contribute to business development, which may include managing relevant proposals or sections of proposals.
- Provide guidance and ensure compliance with USAID marketing and branding regulations
- Facilitate exchanges between countries/projects in order to share experiences, materials and capabilities, including best practices and lessons learned.
Minimum Qualifications
Please note: To be considered, you must be eligible to work full-time in the United States for an indefinite period.
- Graduate degree in public health, behavioral sciences, health communications, health promotion and education, or related field (or its equivalent).
- Minimum of five years of experience in BCC/health programs of which three years should have been spent in overseas development programs.
- Experience in leading strategic planning for BCC/IEC programs and health promotion and health education.
- Experience in behavioral based measurement and evaluation (M&E). Superior ability to apply research to program development.
- Demonstrated ability to develop creative programs, networks, linkages with clients and collaborating organizations.
- Exceptional writing skills (to include proposal writing experience) in addition to strong editing and organization skills.
- Outstanding interpersonal and communication skills. Ability to work well in a team.
- Familiarity with USAID programs highly desired.
- Ability to set priorities, meet deadlines, pay attention to details and handle a variety of responsibilities efficiently and effectively.
- Experience working with federal or state government clients and international organizations desired.
- Fluency in French and/or Spanish strongly preferred.
- Ability and willingness to travel internationally approximately 35% of the time.
