Deputy Director for Program Development

Background

University Research Co., LLC (URC) and its nonprofit affiliate, the Center for Human Services (CHS), is a professional services firm dedicated to helping clients use scientific methods and research findings to improve program management, operations and outcomes. For 42 years, URC/CHS has helped government and private sector clients design, operate, and evaluate programs that address health, social and educational needs, and works in the U.S. and in developing and transitioning countries. Current clients include USAID, Department of Education, HHS: SAMHSA/NIH, CDC, and the Gates Foundation.

Essential Duties and Responsibilities

Reporting to the Vice President for Program Development and working in close collaboration with the Officers of URC/CHS, the Deputy Director would design and manage the proposal development processes including the identification and analysis of potential procurements through to finalizing proposal details and pre-positioning routine elements of proposal development. He/she would market and network with clients and collaborative organizations for the purpose of expanding program operations, and in identifying new business initiatives in the federal government sector as well as the international and private sector. Working in collaboration with the Vice President for Program Development, other responsibilities would include:

  • Contributing to the development of proposals with particular skills in writing, marketing, pricing strategies and negotiations, and training mid-level staff in these skills
  • Managing the processes needed to gather strategic information and interaction with potential clients, and attending key professional gatherings of clients and potential collaborators
  • Responsibility for establishing active linkages within the URC business units and corporate staff for the purpose of information transfer, joint bids and joint products and services development
  • Facilitating the dissemination and storage of collected business information and proposal materials
  • Analyzing competitive markets and planning outreach campaigns to clients, cooperating organizations, and constituency groups
  • Contributing to existing and future contracts through limited participation in technical areas where skills and experience might be utilized
  • Budgeting and managing resources and developing cost strategies for proposals in close collaboration with technical managers
  • Training mid-level program development staff in effective marketing, writing, presentation, and partnership development techniques
Minimum Qualifications
  • Graduate degree in field relevant to URC’s work
  • Ten years’ experience marketing and writing proposals for USAID and other federal agencies
  • Demonstrated ability to utilize and develop creative programs, professional networks, linkages with key clients, and collaborating organizations. Familiarity with USAID and/or federal agencies required
  • Proven team work, management and leadership, and communication skills, with substantial proposal writing experience for government client
