Operations Director, University Research Co, LLC

Location: Bethesda, MD
Salary: Commensurate with five years relevant experience with USAID program operations

Job Description

University Research Co, LLC is a Bethesda-based professional services firm with 42 years of experience helping clients improve program management and outcomes and achieve organizational and behavioral change. URC and its non-profit affiliate, the Center for Human Services, work globally and in the U.S. in five core practice areas: Quality Management, Health & Population, Education & Training, Communications & Outreach, and Research & Evaluation. URC currently has government contracts, grants and cooperative agreements and is pre-qualified under three Federal procurement vehicles that facilitate rapid acquisition of services.

URC has global field programs funded by USAID, the Global Fund, the Gates Foundation and other clients, and employs about 250 people as well as locally hired staff in overseas field offices. The Operations Director, a new position at URC, would be responsible for reviewing and strengthening current procedures and standardizing the financial, accounting, administration, and procurement processes for all of our programs. The Operations Director would work closely with the company officers, program managers, project coordinators and the Contracts, Accounting, and Human Resources Units to develop uniform and standardized practices and procedures. They would develop and train HQ and field staff to ensure financial, administrative, and contractual accountability and quality control with U.S. government procedures and regulations. Responsibilities include but are not limited to:

  • Development and oversight of field office Set Up and Close Down procedures including registration, office and housing leases, labor laws, hiring of local staff, training new finance and administrative staff, and other key areas.
  • Provide orientation for new field project directors and staff in headquarters
  • Help strengthen internal and external finance and administrative operating support systems as they affect the field offices and programs
  • Draw upon experience to update key operating manuals with practical and needed guidance for HQ staff and field managers. Address key issues of HQ and field staff  through interviews and communications with them on a regular basis
  • Promote best practices in administration and finance and facilitate field offices sharing what works and what doesn’t for them
  • Present training seminars to HQ staff as new trends and regulations are known
  • Encourage field office management issues to be shared and resolved together
  • Integrate operational support processes for administration, finance and human resources before team is fielded
  • Other responsibilities as assigned by URC management

Job Requirements

  • BA/BS degree in management, business, accounting or finance or related field
  • Five years of experience working with USAID contracts, grants and cooperative agreements with understanding of field management and operational issues
  • Understanding of government FARS and cost principles
  • Track record of working with teams in HQ and in field operations & mentoring staff in operations
  • Strong problem solving and conflict resolution skills
  • Ability to communicate with tact and sensitivity while affecting change
  • Ability to travel to overseas field offices in Africa, Asia, EE and other regions as needed
