Health Systems Strengthening

URC uses a health systems approach, emphasizing a systematic, evidence-based approach designed to bring about significant improvement in:

Patient and population health outcomes
Efficiency and effectiveness of systems and processes of care
Professional development of health care providers

Our experience dates from the 1980s, when URC prepared Primary Health Care Management Advance Program modules for the Aga Khan Foundation. In the 1990s, URC engaged in the Partners for Health project, which produced a health systems assessment tool still in use.

Today our programs use continuous quality improvement to achieve better health outcomes and facilitate the sharing of ideas and rapid scale-up. In addition to the quality improvement efforts of the USAID Health Care Improvement Project (HCI), URC manages health systems strengthening projects in Cambodia, Benin, Botswana, and Jordan. URC is well positioned to help develop the capacity of health providers and ministries of health to redesign and improve processes in the building blocks of the health system.

Strengthening Health Systems by Scaling Up Proven Approaches: Experience in Russia

Through QPI, and HCI, URC has become a recognized leader in scaling up improved care systems. In the Russian Federation’s Tula and Tver oblasts in 1998, URC improved health systems to address hypertension, pregnancy induced hypertension, and neonatal respiratory distress syndrome. After the quality improvement produced significant results in demonstration sites, the project expanded to the whole region in less than two years. Following completion of the USAID funding in 2004, these efforts produced sustained results as shown in the graph. This experience has now been repeated in many countries.
