Program Officer - Business Development

Job Description: 

The Program Officer, Business Development will report to the Director of Program Development and Partnerships and work closely with the Senior Advisor for Program Development to coordinate and support business development functions within the division. The emphasis of this position will be on the day-to-day management of administrative and technical proposal development process. S/he will have the opportunity to work with senior management to support the Division’s growth through new and diversified business opportunities.

Job Responsibilities: 
  • Contribute to new opportunity capture activities for opportunities in the areas of health, education, and other social sector areas
  • Manage catalog of partners, potential partnerships, archived PPRs, and competitor analysis
  • Develop and maintain proposal calendar; draft compliance matrix, and develop PPRs etc. and support overall proposal management effort for live proposals
  • Prepare background briefing material and undertake research on special topics in support of technical staff and proposal writers
  • Work closely with recruitment team for personnel recruitment on bids (maintain recruitment tracker, develop job descriptions, edit CVs, and help interview candidates) as needed on priority proposals being led by IDG
  • Coordinate and liaise with other company divisions to update and inform on pipeline activities
  • Support proposal writing of technical and/or other sections if/where appropriate
  • Provide new business orientation for newly hired IDG staff
  • Other ad hoc duties upon request of senior management
Job Requirements: 
  • Bachelor’s degree required, Master’s degree strongly preferred
  • PMP certification highly desired
  • 2 years of experience in new business and program development and management in the international development context, preferably in the public health or international education sector
  • Proven track record applying analytical skills in the international development space for strategic planning and partnership development
  • Strong research skills with willingness and ability to synthesize complex information in accessible and actionable formats
  • Demonstrated experience with costing and budgeting; proficiency with Microsoft Office and database management
  • Prior experience working with USAID grants and contract mechanisms required. Experience with CDC, Gates Foundation and other multi-lateral grants and contract mechanisms preferred
  • Exceptional interpersonal, oral and writing skills (writing sample is required)
  • Ability to work as part of a multidisciplinary team to plan and to effectively work in a fast-paced environment and meet deadlines
  • Ability to work with diverse populations and forge relationships with constituencies and donors in the public and private sectors
  • Ability and willingness to travel internationally up to 25% of the time for 1 to 2 weeks to developing countries and work with field staff and/or local health workers and officials, as needed
  • International "hands-on" work experience in developing countries (e.g., Peace Corps) preferred
  • Proficiency in French or Spanish preferred
