Technical Advisor

Job Description: 

Reporting directly to the Project Director, the Technical Adviser for Nicaragua will be responsible for providing technical assistance to the Ministry of Health in all matters related to TB and HIV, as well as fungal co-infection with HIV, both at individual site and national levels. He/she will work closely with the technical team and other related projects that URC-CHS is implementing in the region.

Job Responsibilities: 
  • Coordinate project technical component in Nicaragua
  • Provide technical assistance to the Ministry of Health for the revision and / or preparation of plans, documents, regulations, technical guides related to TB / HIV and fungal diseases based on the needs of the country and in coordination with the Project Director and the Ministry
  • Coordinate interventions directly with the Ministry of Public Health specifically with national TB and HIV programs, in close collaboration with the Project Director and the technical team
  • Design and implement trainings and workshops related to TB / HIV management, control of TB infections and fungal diseases
  • Provide technical assistance to the Ministry of Health in strengthening clinical approaches to TB/HIV and the surveillance of fungal disease coinfection
  • Collect and send timely, quality, updated data on the interventions in the priority units to the Regional Monitoring and Evaluation Advisor in a format designed for this purpose
  • Develop technical documents related to PEPFAR indicators, sustainability plans and transition plans for individual sites being phased out from October 2017, if any
  • Provide project material and data contributing to the production of publications on the interventions and results of the project
  • Coordinate the preparation and / or revision of protocols and publications with the Project Director and other members of the technical team
  • Collaborate with CDC's counterparts to monitor activities when requested by the Project Director
  • Contribute to the review and update of work plans where necessary
  • Contribute to annual work plans and their updates
  • Participate in the preparation of project reports and their dissemination
  • Schedule monthly projection of travel and related expenses in coordination with the project team in Guatemala central office
  • Coordinate activities directly with the Nicaraguan Ministry of Public Health, through the national programs as requested by the Project Management and Technical Team
  • Ensure that activities are directly related to achieving project goals
  • Establish and maintain productive relationships with counterparts, donors, URC headquarters and host governments
  • Ensure that evaluation questions in the project’s logical framework are consistently addressed by activities
  • Design and execute technical strategies to accomplish project objectives and goals, in coordination with the Project Director and the technical team
  • Design, develop and execute the strategy and training plans defined jointly with the regional team, according to project goals
  • Encourage a climate of analysis and evaluation during project execution
  • Coordinate the analysis of the monitoring processes to strengthen the quality of the activities developed by the Project, and the definition of remote monitoring tools in collaboration with the Monitoring and Evaluation Advisor
Job Requirements: 
  • Medical Doctor or professional in health sciences, with specialization in Internal Medicine, Infectious diseases, Epidemiology or Public Health
  • Proven experience of at least 10 years in TB and / or HIV work with current knowledge in both pathologies in the last 3 calendar years
  • Master's in Public Health highly desirable
  • Five years direct implementation of TB and/or HIV activities, either with MOH or an international organization, showing progressively increasing responsibilities preferred
  • Experience working with USAID-funded and/or CDC programs in an organization focused on international development is desired
  • Technical assistance provided to MOH and knowledge of the current health systems structure preferred
  • Excellent oral and written communication skills in Spanish and spoken, written and read English language skills, essential
  • Ability to interact effectively with all levels of internal and external clients with the necessary skills to work in a team and share knowledge
  • Accustomed to accountability
  • Availability to travel within the country and abroad to follow up on the implementation activities of the project
  • Share the values of the URC team
