Technical Advisor

Job Description: 

The Technical Advisor is responsible for coordinating the Honduras specific technical component of the project in close collaboration with the Project Director and members of her team based in Guatemala. This will include providing technical assistance in the drafting/revision of TB/HIV/Fungal documents, designing and implementing workshops, supporting the national programs, ensuring the collection of quality data, participate in studies and liaise with the CDC client. S/he serves as the primary liaison between the Honduras component and the main project office in Guatemala.

Job Responsibilities: 
  • Coordinate the technical component in Honduras with the Project Director
  • Provide technical assistance to the Ministry of Health of Honduras (MOH) to review and / or develop plans, documents, regulations, technical guides related to TB / HIV and fungal diseases per the needs of the country
  • Design and implement training and workshops related to TB / HIV management, control of TB infections and mycotic diseases
  • Provide technical assistance to the MOH to monitor the strengthening of the clinical approach component in TB / HIV and surveillance for fungal diseases
  • Collect and send timely, quality, updated data on the interventions in the priority units to the Regional Monitoring and Evaluation Advisor in a format designed for this purpose
  • Develop technical documents related to the PEPFAR indicators as well as the sustainability plan for the component and exit plans for units being phased out
  • Integrate project material and data for the production of publications on project interventions and outcomes
  • Coordinate preparation and / or revision of protocols and publications with Project Management and other members of the technical team
  • Collaborate with CDC counterparts to monitor activities where this is requested by Project Management
  • Contribute to annual work plans and their updates
  • Participate in the preparation of project reports and their dissemination
  • Schedule monthly projection of travel and related expenses in coordination with the Project Team in Guatemala central office
  • Coordinate activities directly with the MOH, through the national programs as requested by the Project Management and Technical Team
  • Ensure that activities are directly related to achieving Project goals
  • Establish and maintain productive relationships with counterparts, donors, URC headquarters and host governments
  • Design and execute technical strategies to accomplish Project objectives and goals, in coordination with Project Management and the rest of the Technical Team
  • Ensure that evaluation questions in the project’s logical framework are consistently addressed by activities
  • Design, develop and execute the strategy and training plans defined jointly with the regional team, according to the goals of the Project
  • Strengthen case management in TB / HIV and fungal diseases in target countries in a comprehensive manner with the other components of the Project
  • Encourage a climate of analysis and evaluation during Project execution
  • Coordinate the analysis of the monitoring processes to strengthen the quality of the activities developed by the Project, and the definition of remote monitoring tools in collaboration with the Monitoring and Evaluation Advisor
Job Requirements: 
  • Medical doctor or health professional with a specialty in internal medicine, infectious disease, epidemiology or public health
  • Proven experience of at least 10 years in TB and/or HIV work with current knowledge in both pathologies in the last 3 calendar years
  • Master’s in Public Health highly desirable
  • Five years’ direct implementation of TB and/or HIV activities, either with MOH or an international organization, showing progressively increasing responsibilities preferred
  • Experience working with USAID-funded and/or CDC programs in an organization focused on international development is desired
  • Technical assistance provided to MOH and knowledge of the current health systems structure preferred
  • Excellent written and oral communication skills in Spanish, and writing and reading in English a must
  • Flexible and able to handle multiple tasks and work collaboratively with others
  • Able to work independently in a fast-paced organization by prioritizing and managing multiple priorities
  • Strong attention to detail and follow-through required
  • Ability to interact effectively with all levels of internal and external clients with the necessary skills to work in a team and share knowledge
  • Accustomed to accountability
  • Availability to travel within the country and abroad to follow up on the implementation activities of the project
