What is a MOBIS contract?

MOBIS is a pre-approved GSA price schedule (a list of contractors) that allows any Federal Government Agency, and many international organizations, to buy services in much the same way that they can buy off-the-shelf commercial items. URC has already negotiated hourly rates with GSA. For more information on MOBIS contracts, visit the General Services Administration web site at www.gsaadvantage.gov.

Who can procure URC’s services under MOBIS?

Any government agency, many international organizations, including the UN, WHO, IMF, and some corporations. For a complete list of eligible organizations, please visit the GSA web site.

What are the advantages of using MOBIS?

1. GSA has already competitively awarded MOBIS. This assures compliance with all applicable Federal Acquisition Regulations (FAR) and other Government Agency acquisition regulations, while providing a streamlined way to acquire services. Depending on the estimated total costs of the services, and other circumstance, competition may be limited to as few as three vendors in the MOBIS proposal effort.

2. Many instruments can be used to access MOBIS; examples include Purchase Orders, Task Orders, and Contract Instruments of all types.

3. Since this award is already competed, and the scope of work is defined by the SIC code, this contract vehicle allows for rapid evaluations and awards, which lead to prompt implementation of the services.

4. Task orders referencing the GSA schedule number flow directly from the customer agency to URC. There is no middleman, and no need to deal with anyone outside of the agency. Each agency has contract procedures to follow when using this streamlined and simplified procurement process. Refer to FAR 8.4 for details.

5. Instruments under MOBIS may last up to 10 years.

6. MOBIS orders can be charged to a commercial credit card.

Where can tasks be undertaken under MOBIS?

Tasks under MOBIS can be performed anywhere in the world.

Is there an ordering limitation on MOBIS task orders?

No, there is no limitation on the amount for each task.

What types of activities can URC undertake under MOBIS?

URC is approved to provide services under four Special Item Numbers (SINs) of the MOBIS contract.

How can I arrange to work with URC under MOBIS?

Orders under MOBIS can take any contractual form. Following are the typical procedures for procuring MOBIS services:

1. Prepare a detailed Scope of Work within the framework and scope of the MOBIS contract under SINs 874-1, 874-2, 874-3 or 874-7.

2. Send a Request for Quotes to URC and two other MOBIS contract holders.

3. Review quotes using the "Best Value" criteria.

4. Select the successful offeror.

5. Place order directly with winner. There is no need to do interagency transfers or any other hassle; MOBIS is the same as an IQC, yet the mechanism is crosscutting areas of specialty and regions.
