SAMHSA Indefinite Delivery/Indefinite Quantity (IDIQ) Contract

Contracting Agency: U.S. Substance Abuse and Mental Health Services Administration (SAMHSA)

URC holds contracts under the U.S. Substance Abuse and Mental Health Services Administration (SAMHSA) under its Indefinite Delivery/Indefinite Quantity (IDIQ) Contract in two domains: (1) Communications, Awareness and Education and (2) Program Development, Planning and Implementation. URC is also a subcontractor to Support Services International and CRP, Incorporated in another domain under the IDIQ: Planning and Implementation Support and Report Preparation. The SAMHSA IDIQ is a five-year indefinite quantity contract with an aggregate ceiling of $900,000,000 which serves as SAMHSA's main vehicle for contracting out services.

For over 40 years, URC has employed strategic communications and outreach to help clients reduce the human and economic costs of preventable health problems and to strengthen the delivery and management of healthcare services, both in the United States and internationally. Since 1992, URC has worked in partnership with SAMHSA to develop and implement multi-pronged communication strategies and provide assistance in developing messages and materials for specific audiences by using the media to change public policy and focus attention on substance abuse prevention activities.  URC has designed and implemented health communications and social marketing campaigns to facilitate and support changes in individual behavior and institutional and community norms and galvanize stakeholders and gatekeepers.

URC serves as prime contractor for both the program development and communications contracts. The program development team includes ENCOMPASS, LLC; CAMRIS International; Maximus Federal Services, Inc.; Project Concern International (PCI); Public Health Institute (PHI); and Support Services International (SSI). The communications contract team is comprised of Equals Three Communications; Sutherland Media Productions, Inc; CAMRIS; MAXIMUS; PCI; PHI; and SSI.

Under program development, the URC team provides services to conceptualize, develop, plan, implement and evaluate effective communications marketing, knowledge transfer, and dissemination tasks related to substance abuse treatment and prevention and mental health services. Under the communications awareness and education domain, URC offers technical assistance to identify and develop potential approaches and deliver needed interventions in a range of substance abuse and mental health service areas.
