Building Human-Resource Capacity to Support Prevention, Care and Treatment, Strategic Information and Other HIV/AIDS Programs in the Republic of Botswana

The Centers for Disease Control and Prevention (CDC) awarded URC this five-year cooperative agreement in February 2008 (with funding on an annual basis) to strengthen HIV/AIDS prevention and care services in the Republic of Botswana.
Under this agreement, URC works with the Ministry of Health (MOH) Department of HIV/AIDS Prevention and Care and CDC to improve the quality of and increase access to HIV prevention and care services. In addition, URC is assisting the MOH to develop and implement strategies to strengthen delivery of routine HIV testing (RHT) services. A recent assessment by the MOH found that the entire process of providing RHT needs strengthening, from testing procedures and promotion activities targeting the general public to patient counseling at facilities and linkages to care, treatment and support services.
URC Services
- Conduct baseline assessments of existing programs and develop and implement strategic plans to improve the quality of services.
- Strengthen delivery and broaden the scope of the RHT service continuum: Information, Education, and Communication (IEC) initiatives; testing procedures; post-test counseling to impact client behavior; linkages to continuing care and treatment and support services; patient education; recordkeeping and monitoring and evaluation; and mentoring and supervision.
- Provide technical assistance to the MOH to develop counseling and testing guidelines for children and adolescents, including development of training curriculum, protocols and/or job aids, and training of trainers.
- Operationalize counseling and testing guidelines for children and adolescents at the facility level.
- Provide technical assistance to evaluate cost-effectiveness of counseling & testing service delivery models.
- Evaluate existing programs through site visits and interviews of key staff and service beneficiaries.
- Integrate family planning services by increasing and improving services for HIV-infected women.
- Implement prevention-focused process evaluations and conduct formative research on cross-generational sex.
