TASC2 El Salvador Strengthening Health Project—
Task Order B,

The Government of El Salvador and the Government of the United States of America, through the United States Agency for International Development (USAID), are committed to activity number 519-0436, under which USAID will assist the Ministry of Public Health and Social Assistance (MSPAS) in its goal of strengthening primary health care throughout El Salvador. To accomplish this goal, USAID and MSPAS have agreed to develop a project to increase coverage and improve the quality and effectiveness of maternal and child health, family planning and reproductive health, nutrition, and the prevention and control of infectious diseases.
URC was selected to provide technical support to MSPAS in implementing Task Order B of the Strengthening Health Project, which is focused on two intermediate results: “Improved Integrated Management of Child and Reproductive Health Care” and “Infectious Diseases Contained and Impact Mitigated.” The project will also help MSPAS meet the goals listed under the current Five-Year Development Plan entitled “Pais Seguro: Plan de Gobierno 2004-2009.”
URC Services
This project aims to build capacity at all levels of MSPAS to apply evidence-based guidelines, improve quality, and institutionalize continuous quality improvement activities, thereby increasing both access to quality health services as well as demand for improved, integrated, and preventive health services while reducing both fertility and infant mortality rates. URC’s technical team includes the Chief of Party, Reproductive Health/Quality Assurance Advisor, Child Health and Nutrition Advisor, Behavior Change Communication/Adolescent Health Advisor, Family Planning/Quality Improvement Advisor, Infectious Disease Advisor, Infection Prevention and Control Specialist, and a Monitoring and Evaluation Advisor. The URC team will work with MSPAS counterparts to:
Improve integrated management of child and reproductive health care through:
- Reviewing, updating, and validating regulations, guidelines, protocols, and standards of reproductive health, maternal and child health, nutrition, and prevention and control of infectious diseases
- Strengthening the work of Maternal & Perinatal Health Committees, Technical Nutrition Coordination Groups, Technical Essential Obstetric and Newborn Care Coordination Groups, and Infection Prevention Committees in all 28 national hospitals
- Supporting the implementation of the new integrated community health framework at the national level and in the 11 SIBASIs targeted by the project
- Updating, validating, and reproducing key materials for the IEC/ BCC strategy for reproductive health, family planning, child health, nutrition, and prevention and control of infectious diseases
- Supporting in-service training activities based on updated curricula and rapid assessments of the knowledge and skills of physicians, nurses, assistant nurses, and community health care staff
- Adapting supportive supervision and self assessment methods and processes, especially at regional, SIBASI, local, and community levels
- Developing and implementing a strategy for Continuous Quality Improvement at all levels of the MSPAS system
- Strengthening the operation of the National Maternal and Infant Mortality Surveillance Systems
Reduce the burden of infections through:
- Updating and implementing operation standards and protocols for the prevention of intra-hospital infections
- Determining the causes of maternal and neonatal death due to intra-hospital infections and implementing an infection reduction plan
- Strengthening the operation of Intra-Hospital Infection Prevention and Control committees
- Updating diagnosis and treatment protocols for urinary tract infections in pregnant women
- Upgrading the capacity of maternity and neonatology services in the country’s 28 hospitals

Task Order B activities are implemented jointly with the Ministry of Health and Social Assistance of El Salvador. URC also coordinates Task Order B activities with Abt Associates, Inc., the contractor for Strengthening Health Project—Task Order A.
