Strengthening Community Safety Nets: Scaling Up Care and Support for Ethiopian Orphans and Vulnerable Children Affected by AIDS

With an estimated adult HIV prevalence of 2.1% (7.7% in urban and 0.9% in rural areas), Ethiopia has 1.3 million adults and close to 135,000 children living with HIV. Of an estimated 5.5 million orphans aged 0-17 years in the country, more than 898,000 are orphaned as a result of AIDS. Two regions in Ethiopia are particularly hardest hit by the HIV epidemic: Addis Ababa, where there are close to 113,000 orphans and vulnerable children (OVC) affected by HIV/AIDS, and Oromia, where more than 202,000 children have been affected. Initial assessments in these areas suggest 20-30% of these children are not receiving any external support.
- Enhance service data collection and improve use of data for continuous quality improvement in line with OVC Standards of Service
- Assist local service providers to develop indicators based on service standards and set up systems to routinely collect data on compliance with service standards to monitor progress
- Work with Ethiopian non-governmental organizations and Vulnerable Child Committees to carry out quality improvement activities including organizing improvement collaborative centered around Vulnerable Children Committees
- Provide technical assistance for needs assessment and beneficiary enrollment, service roll out, enhanced referral networks, and standardized data collection systems
- Work with local OVC assistance groups to identify best practices and quality standards and assist with implementation

Akaki Kality sub-cities)
- Oromia (primarily, Fentale, Dugda, Debre Zeit, and Shashemene woredas)
