Health Systems Strengthening in Cambodia (HSSC) Project

The three-year Health Systems Strengthening in Cambodia (HSSC) cooperative agreement was awarded to University Research Co., LLC in October 2002 and has been extended through September 2008. The project's overall aim is to support both the Ministry of Health's strategic plan and USAID/Cambodia's three-year interim health strategy. The objective is to strengthen the capacity of the Ministry of Health (MOH) in Cambodia to plan, manage, and implement programs addressing HIV/AIDs, tuberculosis, and family health in seven provinces.

The URC team provides technical assistance to the MOH by applying a comprehensive systems approach to strengthen the capacity of of the Cambodian health system to better plan, finance, and deliver the basic package of reproductive and child health services. In addition, the project team is working to link these system improvements to the achievement of key health outcomes.

Applying a comprehensive systems approach to identify and address health system performance issues, URC provides technical assistance to the MOH and its partners at the Provincial Health Department, Operational District, and Health Center levels in four component areas:

  • Management Capacity Development supports implementation and monitoring of the MOH strategic planning process. improved data use for program planning and management, and development of quality improvement activities to enhance compliance with technical standards of care. This component also encompasses piloting behavior change strategies to improve provider-patient interactions, management of Equity Funds to improve access for the poor, and strengthened referral and supervisions systems. Across the seven provinces, URC has initiated capacity-building activities in these technical areas in collaboration with various MOH departments and programs and with donors and NGO partners. URC is analyzing the performance of several health systems, results of which will provide programmatic and strategic guidance to MOH programs in areas such as:
    • Health service delivery and financing for the disadvantaged population
    • Quality and use of health information for planning and management
    • Performance and compliance to standards related to key HIV/AIDS services
    • TB program analyses to improve case detection and strengthen community DOTS
    • Demand for health care services in the public and private sectors
    • Donor and government financing of child health programs
  • Outreach System Strengthening. Outreach from the health center to extend the reach of essential preventive and promotive health services to the communities increases health service utilization. URC supports analysis of key constraints to the MOH outreach system and policy and is introducing location-specific strategies to improve outreach service delivery and coverage.
  • Integration and linkage of HIV/AIDS services with RH and TB supports integrating both voluntary counseling and testing (VCT) and the prevention of mother-to-child transmission of HIV (PMTCT) into RH services. This component will also usher in quality improvement for services related to maternal and child health, HIV/AIDS and TB.
  • Program monitoring, evaluation, and advocacy provides analyses to capture information on health systems performance and assess achievement of national health objectives. This component includes working with partners to identify opportunities for scale up of successful models and strategies and providing technical assistance to USAD on monitoring and generating data for its Performance Monitoring Plan.

URC also works closely with other USAID partners, such as CARE, Partners for Development (PFD), Reproductive Health Association of Cambodia (RHAC), The POLICY Project, Population Services International (PSI), Khmer HIV/AIDS National Alliance (KHANA), Reproductive Health Association of Cambodia (RACHA), Family Health International (FHI), Helen Keller International (HKI), and World Vision, as well as with technical and donor agencies, such as WHO, UNICEF, UNAIDS, Asian Development Bank, World Bank, Centers for Disease Control, and various bilateral donor agencies.
