Improving Primary Health Care in Albania II
(Pro Shëndetit II)

ProShëndetit II (Improving Primary Health Care in Albania II) Project, a three-year award which started in October 2006 builds upon the original ProShëndetit Project, under which URC, in collaboration with local and international partners, has worked since 2003. The project seeks to improve the quality of integrated primary health care services and increase service access and utilization in Albania as well as to improve the country's health care financing and strengthen its health information system.
Under ProShëndetit II, the URC team is moving to the next stage of sustaining the way primary health care in Albania is financed, delivered, and organized. The project's objectives are to continue to increase service access and improve quality and management of PHC services and resources as well as to improve the regulatory environment that governs primary health care services in Albania.
Project Objectives and Approach
- Improved Health Systems to Support Primary Health Care (PHC): working with partners to improve healthcare financing and reform and to strengthen the health information system.
- Improved Quality of Services in the Delivery of PHC: providers’ skills further developed, with a client focus, and standards established for licensing, certification, and accreditation systems.
- Increased Utilization of PHC Services: public awareness raised and communities engaged in accessing and utilizing services.
Achievement of the Pro Shëndetit II goals and objectives depend on leadership at the governmental level, broad-based participation of health providers, and active involvement of Albanians at the community-level. Consequently, Pro Shëndetit places great emphasis on:
- Improving policies that allow for the expanded scope of PHC services;
- Team self-assessments of quality and management at health centers and among groups of providers at health posts;
- Training – which is just the beginning of performance improvement, the long-term objective;
- Improving policies that allow for the expanded scope of PHC services;
- Team self-assessments of quality and management at health centers and among groups of providers at health posts;
- Coaching between sites and among PHC providers; and
- Participation by community-based groups in health promotion and support of preventive care at home and in the community.
