Jordan Health Care Accreditation Project

Client: United States Agency for International Development

In June 2007, URC was awarded a Task Order to implement the Jordan Health Care Accreditation Project (JHAP) under the USAID-funded Technical Assistance and Support Contract (TASC3) Global Health Indefinite Quantity Contract. The purpose of JHAP is to improve the quality and safety of healthcare services in Jordan through the provision of technical assistance to target hospitals and primary health care facilities, and by establishing and building the capacity of the Health Care Accreditation Council (HCAC). Capacity-building for the HCAC focuses on three primary areas: accreditation preparedness, surveys and surveyor certification, and standards development, building the Council’s capacity to manage a national health care accreditation program in partnership with key health care stakeholders in Jordan, including the Ministry of Health, Royal Medical Services, and the private sector.

JHAP will work with the HCAC to develop their policies and procedures, develop a marketing strategy, and do strategic, financial, and business planning.  It is envisioned that by the end of the project, the HCAC will have their standards, their surveyor certification program, and the council itself accredited by the International Society for Health Care Quality, Inc. (ISQua), and a strong system of quality assurance and accreditation will be in place to address changing health needs and to sustain health care improvements that have been achieved in Jordan.

URC Services
  • Develop policies and procedures to implement quality improvement methods, manage human resources, and address environmental, hazardous material, disaster, and safety issues
  • Develop procedures for the accreditation application process, including setting fees, scheduling survey visits, and granting accreditation and certification awards
  • Spread accreditation preparedness activities to 7 public hospitals, in addition to the 17 pilot hospitals which are already working to meet hospital standards
  • Develop standards for primary health care facilities, laboratories, medical transportation systems, private clinics, and specialty and disease-specific programs
  • Measure quality of existing health care services and implement quality improvement methods to assist facilities to meet standards
  • Build capacity for standards revision and development, including establishing expert committees, publishing standards for comment, and developing a process for finalizing standards and disseminating them to facilities and programs
  • Identify, train, and certify the HCAC surveyors
  • Support a national conference on Quality and Accreditation in partnership with other quality organizations
  • Strengthen role of Quality Improvement Coordinators through skill-building and development of a code of a practice
  • Assist the HCAC to obtain agency accreditation from ISQua, ensuring international recognition for Jordan’s accreditation system
