The Quality Assurance Project/Training

Photo by Sr. Fausto MonsalvoThe Quality Assurance Project (QAP) provides comprehensive technical expertise in the design, management, and implementation of quality assurance and workforce development interventions to improve the delivery of child health, maternal health, family planning, HIV/AIDS, and infectious disease services in developing and middle-income countries. Supporting USAID's Bureau for Global Health, the project builds on 10 years of experience using modern quality assurance methods to improve healthcare services and outcomes.

QAP implements a large number of training activities designed to facilitate the introduction and adoption of quality assurance concepts and tools. The project's training approach focuses on defining the performance problem for which training is prescribed; providing specific practice of skills needed to address the performance problem during the training session; measuring performance at the completion of training; and when feasible, conducting long-term measures of performance changes. Training methods favor interactive methods over passive ones, employing a variety of exercises and case studies, as well as more innovative training methods, such as the use of job aids, "just-in-time" training, and computer-based training.

  • Development of competency-based courses (including instructor, participant, and reference materials) in essential areas of quality assurance
  • Design and delivery of training events tailored to achieve specific learning objectives
  • Capacity-building of QA Trainers in countries focused on institutionalizing QA into the health care system
  • Collaboration with other Cooperating Agencies to include quality assurance content in their training events
  • Development and refinement of measures of training effectiveness
  • Evaluation of the effectiveness of QAP training activities
  • Dissemination of QA courses and other training materials to Cooperating Agencies and developing country programs

Quality Assurance Courses. QAP has developed a series of training materials on major approaches in quality assurance. These materials have been implemented in a variety of settings, ranging in length from two days to two weeks.

The Quality Performance Learning Series. The CD-ROMs in this series are cost-effective, innovative, computer-based learning tools that improve competencies, enhance learning, and increase knowledge. CD-ROMs include:

The Tuberculosis Case Management CD-ROM is used to train health workers in TB diagnosis and treatment, using the World Health Organization's Directly Observed Therapy Short-Course (DOTS) approach. Users can practice and apply mastery of DOTS on simulated cases and improve treatment and diagnostic decisions using computer-generated feedback on their performance.

The Quality Assurance (QA) Kit provides interactive and text-based information on quality assurance principles, methods, and tools. An alternative to print-based learning, this CD-ROM was designed to build capacity in QA skills and to support QA teams seeking to use the QA methods and activities in a problem-solving program. The QA Kit's computerized tools include a budget tool, client classification matrix tool, flowchart, prioritization matrix, and Gantt chart.

Training Manager's Guide. This monograph has practical guidance for creating successful learning experiences. It is organized to help managers implement training sessions, with step-by-step instructions covering topics from assessing whether training would be effective to evaluating the training. The guide includes several exercises to reinforce learning from text.
