Our global support includes rigorous data collection, third-party monitoring, performance and impact evaluations, and learning initiatives that drive program impact and optimize resource allocation through ROI and cost-efficiency analysis.
We strengthen local capacity by training professionals and partners to collect, analyze, and apply evidence for strategic and operational decision-making. Across our portfolio, we embed learning and adaptive management, institutionalize MEL systems, and advance locally led development by partnering with governments, academic institutions, and civil society organizations.

Our Experience
Haiti – Evaluation and Survey Services Plus (ESS+)
Delivering third-party monitoring, GPS-tagged surveys, and interactive dashboards to inform programming in fragile areas. Producing evidence briefs and datasets across governance and economic sectors, enabling cost-efficiency analysis, risk management, and adaptive portfolio decisions. Strengthening Haitian MEL firms through data-use workshops that enhance local capacity for analysis, visualization, and evidence-based reporting.
Liberia – Data Evaluation Learning and Technical Assistance (DELTA)
Applied AI-assisted analytics to analyze thousands of community inputs, and used GIS-enabled dashboards to map health system performance. Conducted a national Health System Capacity Assessment of 250+ facilities, oversaw community-based monitoring, and launched a MEL Community of Practice with 200+ members to mentor emerging MEL professionals. Provided oversight and evidence generation for $127 million annually in U.S. investments.
Honduras – Monitoring and Evaluation Support for Collaborating, Learning, and Adapting (MESCLA 2.0)
Led impact evaluations of education and violence prevention programs, as well as a Conditional Cash Transfer pilot involving hundreds of schools and thousands of students. Delivered cost-effectiveness analyses and partner workshops to transition MEL responsibilities to 44 local organizations.
Tanzania – Monitoring, Evaluation, Learning, and Adaptation (T-MELA)
Implemented portfolio-level analyses, pause-and-reflect events, and GIS-enabled dashboards to inform planning and resource allocation. Trained 1,300 local data collectors and supported national MEL forums to strengthen evidence-based decision-making and institutionalize adaptive management within government and partner systems.
Kosovo – Leadership Evaluation
Conducted mixed-methods evaluation of a U.S.-funded scholarship program at the University of Pristina, using tracer surveys, interviews, and case studies to assess leadership outcomes and cost-effectiveness, shaping future scholarship strategies.
Ukraine – Financial Sector Evaluation
Performed mid-term evaluation of financial sector reforms using contribution analysis and interviews to refine priorities, strengthen implementation partnerships, and improve fiscal efficiency.
Global – ASSIST
Managed MEL for a $300M health systems project across 40+ countries, applying standardized indicators and audit-feedback tools to document rapid quality gains and build national capacity.
Global – HEARD
Designed embedded evaluations and implementation research on urban health, maternity care, and violence prevention to generate evidence for policy and program redesign. Strengthened partner capacity to commission and apply evidence, including cost and value-for-money analyses, to inform investment decisions and scale effective interventions.
